We are a professional Condominium Property Management Company specializing in the management and administration of condominiums and Community Associations. Our management specialists are highly trained, skilled and qualified to manage all the needs and requirements of condominium associations.

We have assisted numerous Boards of Directors, developers and homeowners in the development, administration and management of their associations. We have many years of property management experience and are very active in the condominium and community association industry.

This website provides an overview of the services we can offer your association. Our services include but are not limited to: organizing the association and incorporating the association if not incorporated. We will provide training for the Board of Directors, evaluate, and as required, improve your associations governing documents and Rules and Regulations. We will develop budgets, reserve study analysis and prepare financial reports according to generally accepted accounting principles. We will prepare appropriate information for board meetings and annual association meetings. We will prepare minutes of meetings, all legal documents and disclosures required by law and provide other significant property management and Real Estate service information upon request.

We will educate and train the Board of Directors in matters pertaining to their respective offices and qualify them to be effective and efficient association administrators. We will assist the Board of Directors resolve important issues or problems affecting the association.

Our service agreement can be tailored to meet the particular requirements that you or your association have need of. We are prepared to provide complete and comprehensive management services or interim management on a month to month basis. We can also provide periodic assistance as requested.

Insurance can help you with your peace of mind, knowing that in the event of a covered loss, your damaged home will be rebuilt and your destroyed belongings will be replaced. Types of coverages include:*

  • Dwellings and other structures
    For most of us, our home is the single largest investment we will make. Homeowners insurance provides coverage for damage to your home and other structures on your property such as a shed or detached garage. For townhouse owners, your townhouse and separate structures are covered for almost any type of damages except for a few common exclusions, such as wear and tear, earth movement, flood, nuclear hazard and earthquake.

  • Dwelling Improvements, Alterations, and Additions
    Condominium owners are covered for accidental damage to improvements you make in your unit for which your association's policy does not provide coverage, subject to your condo insurance policy limits.

  • Loss assessment

What if I don't have insurance?

Without insurance, you'll be responsible for protecting your property, possessions and liability exposure.

For instance, if your house burns down or is destroyed by a tornado, you'll need to rebuild your home and replace all your damaged possessions with only the funds you have or can obtain. Do you usually have $500,000 readily available in case something like this happens? If so, could you be putting that money to better use instead of having it sit there just in case something happens?

Something else to consider: if someone is injured on your property, they may sue you for injuries and damages they sustain which may be well beyond $1,000,000. Without insurance, you may have to liquidate your assets and even lose a portion of your wages if you need to pay for a judgment.

How S.B.S. Lien Services Can Work For Your Association

When a homeowner fails to meet their obligation to pay monthly assessments as required, it is the responsibility of the community association to take the necessary steps to collect the assessment. In fulfilling that responsibility, there are strict procedures the association must follow when a homeowner is behind and owes money to the association on their assessment or other fees.

When this situation occurs, the association will usually first try to work with the homeowner to make payments and get caught up. When this doesn’t work, the association will most often use the services of a lien collection company such as S.B.S. Lien Services (S.B.S.) to handle the collection process for them. We handle the entire process of collecting the past due assessments, from sending the initial demand letter, to filing and collecting on the lien, to foreclosure and the actual auction or sale of the property if it becomes necessary.

Proper Handling of the Situation
We handle the collection process in a totally professional and respectful manner, and our collection activities rarely come to the point of having to foreclose or sell a property. Neither party want this, and a quick resolution is the desired result both parties are always looking for.

Turning Over a Delinquent Account to S.B.S.
The procedure for turning over a delinquent account to S.B.S. is actually as simple as filling out a few forms, sending them into us and we will handle the rest.

Authorization Forms
The first step is to fill out the authorization forms to allow S.B.S. to begin collection proceedings. The first form is called an “Agreement and Authorization to Commence Non-Judicial Foreclosure Proceedings Declaration of Default & Demand For Sale” form. This form itemizes all the assessments, special assessments, and all other fees due. The next one is the “Consent and Authorization” form which authorizes S.B.S. to begin the collection and foreclosure process. These forms can be found on our website and all you have to do is fill them out and fax them to us, along with all the supporting documentation we will discuss next.

Separate forms need to be filled out for each delinquent account. You must indicate on the form any and all Management Company fees and/or special instructions associated with the account.

Updated Account Ledger
The association has to submit an updated account ledger for each account. This printout needs to show all charges to the homeowners account and a current running balance. All special assessment charges (i.e. reserves, plumbing, SBA loan, etc) must be specified.

Covenants, Conditions and Restrictions
For new associations we must have a copy of the associations governing documents and collection procedures. S.B.S. is required by law to cite the information from the CC&R’s in any documents sent to the County Recorder’s Office. S.B.S. will obtain and keep and electronic copy of your CC&R’s on file for all future accounts referred from your association. The process for collection follows the following steps.

Delinquency Policy Letter
In the first step in of the collection process, we send out a Demand/Pre-Lien letter to the homeowner. The Demand/Pre-Lien Letter is sent along with the collection policy and sites policy, procedures, and the amounts of all assessments, late fees, interest and penalties owed.

Filing the Assessment Lien
If the homeowner fails to respond to the demand letter and fails to the pay the balance, the process goes onto the second step. S.B.S. will then file an assessment lien against the homeowner.

The Foreclosure Process Begins
S.B.S. is usually very successful at avoiding the foreclosure process by the time the first two steps have been completed and it becomes necessary to actually begin the foreclosure process. We have a 90% success rate in collecting delinquent assessments prior to initiating forclosure.

If the homeowner does not respond to the demand letter and does not satisfy the assessment lien, a ‘Notice of Default’ is recorded according to civil code section 2924, and the first step in the actual foreclosure process begins.

The Notice of Sale
If the homeowner does not respond to the ‘Notice of Default’ within the 3 month reinstatement period, S.B.S. will contact the association to get authorization to proceed with the foreclosure sale.

    For the convenience of homeowners and other interested parties, the California Association of Homeowners Associations, Inc. is compiling a comprehensive list of PREFERRED VENDORS to service California's nearly 7 million condominium owners and managers.

    Qualified companies are being selected and displayed as "preferred vendors" on the world wide web at our web site for all California homeowners, board of directors and managers to use when specific services are needed. The preferred vendors' list will show the geographic area each vendor is capable of serving.

    Presently there are more than 40,000 Homeowners Associations in California, representing over an estimated 3,500,000 units and housing about 7,000,000 people. These homeowners will have access to "preferred vendors" who offer support, quality workmanship, experience and discounts for their services.

    To qualify, vendors must be licensed, insured (and bonded, if appropriate) and have a proven track record of satisfactory service.

    Interested parties are instructed to complete the "Preferred Vendor Application" form and return it to this office. The information requested must be complete. Each reference and all qualifying documents will be carefully examined and verified. The California Association of Homeowners Associations, Inc. however, will not guarantee or warrantee the services provided by any designated preferred vendor.

    The cost to be a preferred vendor is $350.00 per year.

    There will be no charge if you fail to qualify. The results of our investigation will be confidential and will not be publicly released. We are presently on the world wide web at web site address: www.calassoc-hoa.com.

    The high cost of advertising and postage does not have to stop your company from becoming known. Send in your application and check today. Applicants are selected and screened on a first come basis.
